• Operating any means of land transport without first obtaining an official operating card from the Ministry.
• The continued operation of transport activities using an expired operating card.
• Providing taxi services from locations that have not been officially licensed for such activity.
• Violating any specific conditions or requirements established for land transport safety.
• Breaching labour laws regarding the employment and management of workers within the goods transport industry.

This initiative aims to foster a sustainable and highly organised transport sector across the Sultanate.
