Muscat – The Ministry of Housing and Urban Planning signed 182 usufruct agreements on Tuesday with a total investment value exceeding RO37.8mn during the Oman Real Estate, Design and Build Exhibition and Conference 2026.

The agreements were signed in cooperation with the Ministry of Health, Ministry of Agriculture, Fisheries and Water Resources, and the Public Authority for Small and Medium Enterprises Development across a range of strategic and vital sectors. The move reflects growing investment momentum in the Sultanate of Oman, enhances the efficient utilisation of government land, and supports projects with economic and social impact across several governorates.

Among the agreements were three usufruct contracts allocated for government use within the ‘Athar’ endowment health sector. Covering a total area of 10,850sqm and valued at RO5.2mn, the projects will be implemented at government and service sites designated for the health sector and related support services in Muscat governorate.

As part of efforts to support small and medium enterprises, 22 usufruct contracts were signed for industrial and light industrial activities. The projects cover a total area of 11,353sqm with investments worth RO899,000 across designated SME industrial and craft zones in North Batinah, South Batinah, Dakhliyah, Wusta and Dhahirah governorates.

The projects include blacksmithing and carpentry workshops, vehicle maintenance centres, electric bicycle assembly, building materials manufacturing, craft industries, recycling initiatives and industrial support services. These ventures are expected to strengthen entrepreneurship, encourage innovation and diversify local economic activities.

In the agriculture and food sectors, 70 usufruct agreements were signed for agricultural, fisheries and food production projects, covering more than 1,719 acres with investments exceeding RO14.2mn across various governorates.

The projects range from traditional and modern farming to fish farming, dairy and meat production, and cultivation of crops, fruits, vegetables, medicinal and aromatic herbs. They also include livestock breeding, fodder production, food processing facilities, greenhouse farming and projects employing modern agricultural technologies aimed at strengthening food security and sustainability in Oman.

A further 71 usufruct agreements were signed through auctions for industrial, commercial and mixed residential-commercial use. The projects cover a total area of 89,276sqm with investments worth RO285,600 across several wilayats.

These agreements include commercial, industrial and service projects related to markets, logistics, retail outlets and service centres, supporting the optimal economic use of government land and improving investment efficiency.

In addition, 16 multi-purpose investment agreements covering industrial, educational, agricultural and service sectors were signed across several governorates and wilayats. The projects span more than 624sqm and carry investments exceeding RO17.3mn.

The agreements include food and industrial production factories, private schools, service centres and specialised agricultural projects involving the cultivation of grapes, garlic, date palms and medicinal herbs. Officials said the agreements reflect the diversity of investment opportunities and support the private sector’s contribution to sustainable economic growth.

The ministry also signed 18 infrastructure implementation agreements for the ‘Sorouh’ integrated residential neighbourhood projects between developers and service providers to enhance project readiness and accelerate urban development.

The agreements cover the neighbourhoods of Hay Al Fallah, Hay Al Salam, Hay Al Multaqa, Hay Al Mazun, Nasma Al Zain and Hisn Al Zain. The projects aim to develop integrated and sustainable communities focused on quality of life and balanced urban living.

The agreements were signed with Nama Water Services, Nama Electricity Distribution Company and Oman Broadband Company to provide water, wastewater, electricity, telecommunications and internet infrastructure.

The expo continues at the Oman Convention and Exhibition Centre with specialised sessions discussing the future of Oman’s real estate and urban development sectors. Topics include urban planning, smart real estate technologies, sustainability, quality of life, climate-resilient city management and the future development of cities in the sultanate.
