Paris, France – His Majesty Sultan Haitham bin Tarik and French President Emmanuel Macron oversaw the signing of 12 agreements, memoranda of understanding (MoUs) and declarations of intent at the Élysée Palace in Paris on Monday, reinforcing cooperation across healthcare, transport, investment, energy, water, logistics, education, culture and innovation.
In healthcare, the Ministry of Health and the French Ministry for Europe and Foreign Affairs signed an agreement on the training of Omani medical specialists. The agreement was signed by Sayyid Badr bin Hamad Al Busaidi, Foreign Minister, and Jean-Noël Barrot, France’s Minister for Europe and Foreign Affairs.
The two countries also signed an MoU covering logistics, ports and the Muscat Metro project between the Ministry of Transport, Communications and Information Technology and the French Ministry of Transport. An MoU on investment promotion was signed between the Ministry of Commerce, Industry and Investment Promotion and the French ministry responsible for foreign trade and economic attractiveness.
In civil aviation, the Civil Aviation Authority and the French Ministry of Transport signed an MoU on air transport.
The two sides also signed declarations of intent to strengthen cooperation in the space sector, establish ‘Maison de la France’ in the cultural field, and expand French-language education in Oman.

Several agreements focused on infrastructure and strategic investments. In the water sector, Oman Investment Authority (OIA), Nama Water Services and the National Energy Centre signed an agreement with SUEZ Group and the National Trading Company for management of the Greater Muscat water network.
In logistics, ASYAD Group and CMA CGM Group signed a master terms agreement to establish a joint venture to develop and operate a multipurpose terminal.
The energy sector featured two major agreements with France’s EDF. Nama Power and Water Procurement Company signed a contract for the first phase of the 500MW Al Kamil and Al Wafi Solar Power Plant with EDF Renewables. Separately, the Authority for Public Services Regulation and EDF Group signed an agreement to develop the Wadi Dayqah Dam pumped-storage hydropower project, one of Oman’s key renewable energy initiatives.
The signing ceremony concluded with a strategic partnership agreement between Oman Investment Authority, Oman’s Station 11 and France’s Station F to launch a programme supporting Omani startups seeking to expand into French and wider European markets. The partnership will provide entrepreneurs access to one of Europe’s largest innovation ecosystems, strengthening collaboration in technology and entrepreneurship.
