Muscat – The Ministry of Heritage and Tourism has invited companies and specialised institutions to submit proposals for the development, management and operation of Seeb Castle, a historic landmark located in Muscat Governorate.

Seeb Castle was rebuilt and completed in October 2025, in accordance with its traditional architectural character. As the original structure had no longer existed, the works required a full reconstruction rather than a conventional restoration.

Great care was taken to ensure the use of traditional building materials and techniques that reflect Oman’s architectural heritage. Mud bricks were used along with traditional mortar and plaster, while stones sourced from nearby mountains and wadis formed part of the construction

According to the announcement issued on Sunday, the project aims to revitalise the historic site through adaptive reuse that highlights its cultural, tourism and economic value while preserving its architectural identity.

The proposed concept includes establishing a permanent museum documenting the history of the wilayat of Seeb and the castle, allowing visitors to explore the area’s social, political and economic heritage. The plan also encourages the creation of a dedicated space for Omani traditional crafts, where local artisans can showcase and sell handmade products while conducting workshops to support the continuity of heritage skills.

The ministry’s proposal further includes setting up a souvenir outlet for heritage-themed products and publications, alongside other tourism-supporting activities that enhance the visitor experience.

Companies participating in the tender are required to present a comprehensive development vision covering tourism feasibility, site utilisation, heritage interpretation and community engagement. The proposals should also highlight ways to promote the cultural significance of the fort, organise events and educational activities, and integrate guided tours and heritage experiences.

In addition, bidders must outline how the project will contribute to local economic value, including job creation and opportunities for small businesses.

The ministry said the investor selected for the project will be granted a rent exemption period of up to three years to support the initial development and operational phase.

The tender submission deadline is July 23.
