MuscatThe Ministry of Heritage and Tourism (MHT) has invited private sector companies to bid for the development, management and operation of the Bisya and Salut archaeological site and visitor centre in Dakhliyah, in a move aimed at enhancing Oman’s cultural tourism sector while preserving one of the sultanate’s most significant archaeological landmarks.

The ministry said the project seeks to transform the site into a year-round heritage and tourism destination through innovative visitor experiences, sustainable investment and improved services, while safeguarding its archaeological and historical value.

The Salut archaeological site is home to ancient ruins and fortifications dating back more than 3,000 years. It reflects Oman’s historical links with the great centres of ancient civilisations and is regarded as one of the country’s most important archaeological sites.

Under the tender, participating companies are required to submit comprehensive development and operational plans, including studies assessing the site’s tourism and economic potential, identifying suitable activities and proposing the adaptive reuse of heritage buildings and facilities.

The ministry has encouraged bidders to introduce advanced technologies to enrich the visitor experience, including interactive exhibition halls, augmented reality (AR), virtual reality (VR) and artificial intelligence (AI). Proposed plans may also include digital interpretation tools, interactive displays, educational programmes and guided visitor experiences throughout the archaeological site.

Other suggested components include a café to serve visitors throughout the year, a souvenir shop offering heritage products and ministry publications, and year-round cultural and community events designed to attract local and international visitors.

Companies are also expected to outline marketing strategies, plans to involve local communities, proposals for educational and research activities, and measures to ensure the project’s financial sustainability.

To encourage investment, the ministry will grant the successful operator a rent-free grace period of up to three years.

Bids can be submitted until October 8, 2026, either at the Ministry of Heritage and Tourism’s headquarters in Al Khuwair or at the Bisya and Salut archaeological site office in Bahla.

The initiative forms part of the ministry’s efforts to strengthen partnerships with the private sector, enhance the management of heritage sites and position Oman as a leading destination for cultural and archaeological tourism. By combining conservation with modern tourism services, the project aims to increase visitor numbers, create new economic opportunities for local communities and preserve the Sultanate’s rich archaeological heritage for future generations.
