Muscat – A State Council subcommittee studying the management and governance of private higher education institutions held discussions on Tuesday with academic experts from Sohar University and Arab Open University as part of efforts to enhance the sector’s efficiency, quality and long-term sustainability.

The meeting was chaired by Dr Hamad bin Hilal Al Yahmadi, head of the subcommittee overseeing the study titled ‘Efficiency of Private Higher Education Institutions Management: Government Oversight and Self-Governance’.

The discussions form part of the council’s ongoing review of governance and management frameworks in private higher education institutions, with the aim of identifying practices that can strengthen institutional performance and improve educational outcomes.

Participants examined a range of issues, including the need to balance financial sustainability with the delivery of high-quality academic programmes. They stressed the importance of ensuring institutions remain financially viable while meeting national development priorities and labour market requirements.

The meeting also reviewed the role of international university rankings, particularly the QS World University Rankings, in enhancing institutional reputation, attracting students and researchers, and improving competitiveness at regional and global levels.

Experts discussed the effectiveness of legislation and regulations governing private higher education institutions and their contribution to promoting transparency, accountability and sound governance practices.

The level of autonomy granted to private institutions was another focus of the meeting. Participants highlighted the importance of adopting governance principles that strengthen administrative and academic performance while supporting improved educational outcomes.

The discussions further explored ways to diversify funding sources through endowments, investments and strategic partnerships. Participants reviewed governance mechanisms for managing such resources to ensure long-term sustainability and support institutions’ academic and research objectives.

The meeting forms part of a broader State Council study aimed at developing recommendations to enhance the efficiency, sustainability and competitiveness of private higher education institutions in line with the goals of Oman Vision 2040.
