Muscat – The Civil Aviation Authority (CAA) has issued a public advisory clarifying when airline passengers are not entitled to compensation, highlighting that payouts lapse in cases where flight disruptions are caused by circumstances beyond an airline’s control.
In a statement framed under its ongoing ‘Question in Aviation’ awareness campaign, the CAA said compensation does not apply if delays or cancellations arise from what is internationally recognised as force majeure. These include external factors that airlines cannot reasonably prevent, even with all necessary measures in place.
Among the key examples cited are fuel shortages or supply disruptions, wars or security disturbances, and acts of sabotage or other unlawful interference. The authority also pointed to bird strikes, which remain a common operational hazard, as well as strikes that may affect airport or air traffic operations beyond the airline’s direct responsibility.
Operational shutdowns, such as the closure of airports or airspace, were also listed as grounds for exemption, alongside severe weather conditions and natural disasters that compromise flight safety. In addition, certain unexpected technical issues – particularly those linked to manufacturing defects – may fall under exceptional circumstances, depending on their nature and timing.
The CAA’s guidance aligns with global aviation standards that distinguish between controllable operational issues and extraordinary events. While airlines remain obligated to assist passengers with care, such as providing meals, accommodation, or rebooking options during disruptions, financial compensation is not mandated in these exceptional cases.
The authority urged travellers to familiarise themselves with their rights and the conditions attached to airline compensation policies before travel, noting that awareness of these details helps manage passengers’ expectations and enhances the overall travel experience
This clarification comes as part of broader efforts by Oman’s aviation regulator to promote transparency and passenger awareness across the sector.
