Muscat – Oman Customs has announced updated regulatory requirements, pursuant to Royal Decree No. 28/2026, which amends specific provisions of the Common Customs Law for the Gulf Cooperation Council States, the General Directorate of Customs now requires all shipping agents and shipping line agents to adhere to new electronic filing protocols.

Effective from May 3, it is mandatory for these agents to submit the cargo manifest electronically through the Bayan system. This submission must be completed no less than 36 hours prior to the arrival of the vessel at the port. The General Directorate of Customs emphasises the importance of strict compliance with these specified timelines, noting that legal measures will be initiated against any parties that fail to meet these requirements.
