Decrees allot land for renewables, appoint judges

Muscat – His Majesty Sultan Haitham bin Tarik issued two Royal Decrees on Thursday reading as follows:

Royal Decree No 10/2023 stipulates the allocation of land plots for the purposes of renewable energy and clean hydrogen projects.

  • Article 1 states that state-owned land plots specified in the plenary layout /chart attached to this decree will be allocated for the purposes of renewable energy and clean hydrogen projects.
  • Article 2 states that no rights over the land stipulated in Article (1) of this decree may be granted or exploited by the government departments concerned in any way, except with prior written approval of the Ministry of Energy and Minerals.
  • Article 3 stipulates that ‘the granting of usufruct right for the land stated in Article (1) of this decree’ to Oman Hydrogen Company will be based on the request of the Ministry of Energy and Minerals. The application to do so will specify the land subject to usufruct, in accordance with legally prescribed procedures.
  • Article 4 states that Oman Hydrogen Company may divide the usufruct land granted to it, and then sign contracts with third parties to use these segmented plots of land for the purposes of renewable energy and clean hydrogen projects by floating an open bidding/tender subject to the principles of declaration, equal opportunities, equality and freedom of competition.
  • Article 5 states that the Minister of Energy and Minerals may, within 30 days from the date of issue of this decree, endorse signed projects that were dedicated to renewable energy and clean hydrogen, without having to float a bid as stipulated in Article (4) of this decree.
  • Article 6 states that the Minister of Energy and Minerals will issue the principles and determinants for practising activities related to renewable energy and clean hydrogen projects.
  • Article 7 cancels all that contradicts this decree or contravenes its provisions.
  • Article 8 states that this decree will be published in the Official Gazette and enforced from its date of issue.

Royal Decree No 11/2023 appoints judges to the Supreme Court.

  • Article 1 appoints judges – named in the list attached to this decree – to the Supreme Court.
  • Article 2 states that this decree will be published in the Official Gazette and enforced from its date of issue.

The judges appointed to the Supreme Court are: Dr Majid al Hajri, Suleiman al Na’ebi, Badr al Rashdi, Ahmed al Kharousi, Abdullah al Hinai, Dr Hassan al Riyami, Hamoud al Rashdi, Dr Mohammed al Maawali, Sultan al Rashdi, Khamis al Ghafri, Issa al Shabibi, Hamad al Toobi, Abdulrahman al Kamali, Saleh al Sarmi, Dr Thani al Amri, Yahya al Busaidi, Ibrahim al Thani, Ahmed al Jabri, Mohammed al Nahdi, Dr Mohammed al Saadi, and Abdullah al Nuomani.
