Muscat – His Majesty Sultan Haitham bin Tarik issued two Royal Decrees on Thursday reading as follows:

Royal Decree No 21/2025 defines the specialisations of  Foreign Ministry.

  • Article 1 states that the Foreign Ministry will be the reference body for all matters related to foreign relations and international cooperation, and that the ministry’s specialisations will be defined as per the annex attached to this decree.
  • Article 2 cancels all that contradicts this decree or contravenes its provisions.
  • Article 3 states that this Royal Decree will be published in the Official Gazette and enforced from its date of issue.

Royal Decree No 22/2025 promulgates the Diplomatic and Consular Corps Law.

  • Article 1 stipulates that the provisions of the Diplomatic and Consular Corps Law attached to this decree will be enforced.
  • Article 2 states that members of the diplomatic and consular corps will retain their existing grades, financial allocations and current job positions.
  • Article 3 states that the Foreign Minister will issue the Executive Regulation for the law attached to this decree, as well as the regulations and decisions necessary for execution of the law attached to this decree, after approval of the authorities concerned. Till such time, existing regulations and decisions will stay in effect, without prejudice to the provisions of the law attached to this decree.
  • Article 4 cancels the Law Regulating the Foreign Ministry, promulgated under Royal Decree No 32/2008. It also cancels all that contradicts the law attached to this decree or contravenes its provisions.
  • Article 5 states that this decree will be published in the Official Gazette and enforced the day following its date of publication.
