Muscat – The Telecommunications Regulatory Authority (TRA) has launched a public consultation on a draft regulation governing the licensing of telecommunications service providers, seeking feedback from industry stakeholders and the public as part of efforts to modernise the sector’s regulatory framework.

The proposed regulation is intended to establish a clearer licensing system for companies and individuals providing telecommunications services, while improving service quality, streamlining business processes and keeping pace with the sector’s rapid developments.

Under the draft, permits will be required for a broad range of activities, including the installation and maintenance of telecommunications and information technology equipment, excavation and civil works for licensed network projects, supply and installation of telecom equipment, systems and application development, management of licensed or authorised communication networks, last-mile connectivity services, consultancy, information security, and the marketing of licensed telecom services.

The regulation also proposes four main permit categories covering manufacturers, systems integration and development, passive infrastructure services, and professional support services.

The draft outlines procedures for applying for permits, timelines for processing applications, permit validity periods, renewal requirements, and mechanisms for amending or cancelling permits. It also includes provisions requiring permit holders to disclose ownership changes, with the aim of improving transparency and simplifying regulatory procedures.

A key feature of the proposed framework is its emphasis on governance and compliance. Licensed and authorised entities would be required to comply with information security and cybersecurity standards, protect customer data and ensure that work is subcontracted only to authorised entities.

The regulation also seeks to strengthen the role of small and medium enterprises by requiring a minimum share of contract value to be allocated to SMEs. It further promotes local content and calls for continuous training and professional development of the national workforce, alongside institutional classification and performance measurement standards.

According to the TRA, publishing the draft reflects its commitment to engaging stakeholders in the legislative process and achieving a balance between effective regulation, investment promotion and service quality in line with Oman’s digital transformation goals.

The authority has invited telecommunications companies, industry experts, interested organisations and members of the public to submit comments and suggestions on the draft regulation.

The deadline for submitting feedback is August 27.
