Muscat – Oman will officially launch the ‘Muscat Plan for Social Cohesion, Peace and Human Dignity’ at the United Nations headquarters in New York on Thursday, introducing an international initiative aimed at preventing conflict, countering hate speech and promoting dialogue-based approaches to peacebuilding.

Led by the Ministry of Endowments and Religious Affairs (MERA), the initiative has been developed in partnership with the United Nations, the UN Alliance of Civilizations, the UN Office on Genocide Prevention and the Responsibility to Protect, and the Network for Religious and Traditional Peacemakers.

The Muscat Plan seeks to advance preventive approaches to peacebuilding by empowering communities, religious leaders and civil society organisations to play a greater role in addressing tensions before they escalate into conflict. It also promotes cooperation among governments, international organisations and local stakeholders to foster inclusive and resilient societies.

A senior MERA official said the initiative reflects Oman’s long-standing commitment to promoting peace, coexistence and mutual understanding through dialogue and international cooperation.

“The Muscat Plan is founded on the belief that sustainable peace begins with people and communities,” the official said.

“Preventing conflict requires investment not only in political and security solutions but also in dialogue, cultural understanding and partnerships that strengthen social cohesion and respect for human dignity.”

According to the ministry, the initiative emerged from an extensive international consultation process involving religious and traditional leaders, indigenous representatives, peacebuilding practitioners and global institutions. The consultations focused on developing practical tools and approaches that can help communities address the root causes of conflict and strengthen social resilience.

The plan recognises that challenges such as hate speech, discrimination, exclusion and incitement require comprehensive responses that go beyond crisis management. It advocates preventive measures built on trust, cooperation and inclusive participation, while encouraging local communities to become active partners in peacebuilding efforts.

The official said the launch at the UN underscores Oman’s growing contribution to international peacebuilding and humanitarian diplomacy. It also reflects the sultanate’s consistent support for dialogue, moderation and consensus-building in addressing regional and global challenges.

The initiative is expected to deepen cooperation between Oman and international organisations working in conflict prevention, mediation and social development. It is also likely to expand opportunities for collaboration with academic institutions, cultural organisations and media platforms in areas such as research, education, training and public engagement.

By carrying the name of the Omani capital, the Muscat Plan places the sultanate at the centre of a global effort to advance peace, human dignity and social cohesion, while reinforcing Oman’s reputation as a trusted advocate for dialogue and peaceful coexistence among cultures, faiths and communities.
