Ministry of Finance mandates prior approval for new government financial systems

Muscat – Ministry of Finance has issued Circular No. 5/2026, outlining new regulations for the development and use of government electronic financial systems. This directive aims to ensure that all financial systems across government units are aligned with the unified financial system, known as ‘Maliyah’. By standardising these systems, the Ministry seeks to enhance integration and compatibility, ensuring that all digital developments remain consistent with the national agenda for digital transformation.

Under this new mandate, all administrative units of the state and other legal entities are strictly prohibited from developing or contracting for any digital system that includes core financial functions without first obtaining written approval. Such approval must be secured from both the Ministry of Transport, Communications and Information Technology and the Ministry of Finance, particularly when entities intend to develop electronic systems or platforms based on revenue-sharing models. Furthermore, the Ministry has instructed all internal audit units within government entities to monitor and ensure full compliance with these directives.
