Muscat – The Oman Authority for Quality Assurance of Education launched its Strategic Plan 2026–2030 on Sunday, setting out eight domains focused on enhancing education quality, institutional performance and national capabilities.

The plan comprises three core domains – quality of teaching and learning; cooperation and partnerships; and reputation and capacity-building – supported by five enabler domains covering governance and administration, the digital ecosystem, planning and development, human resources and financial enablement, and the work environment and institutional culture.

The launch took place under the patronage of H E Dr Khamis Saif Al Jabri, Minister of Economy, and reflects the authority’s national role in advancing the education system and improving the quality of its outcomes across all levels and types of education.

The plan seeks to support national efforts to develop education as a key pillar of sustainable development and national capacity-building, while facilitating continuous improvement and the authority’s role as a national reference for education quality assurance.

Dr Jokha bint Abdullah Al Shukaili, CEO of the authority, said the five-year plan aims to help build an integrated and sustainable national quality system based on evidence and data.

She said the system would keep pace with leading international practices, invest in developing national capabilities, harness modern technologies and digital transformation, and ensure that its tools and practices are continuously reviewed and improved.

She explained that the interconnected areas, objectives and programmes underpinning the plan form an integrated system through which the authority’s vision is translated into objectives, objectives into programmes and initiatives, and initiatives into measurable indicators and outcomes.

“This will ensure that the strategy moves beyond the planning framework to become an established institutional practice with a sustainable impact,” she said.

She added that the authority also aims to build deeper and more effective partnerships with educational institutions, government units, private-sector organisations and local and international partners, as well as other stakeholders concerned with education quality.

She stressed that investment in Oman’s future begins with the quality of education and developing people capable of contributing efficiently and effectively to the country’s development.

The plan is underpinned by institutional values, including integrity and transparency, professionalism, partnership, flexibility and future-oriented thinking. These values are intended to strengthen institutional effectiveness and support the authority in achieving its strategic objectives in the next phase.
