Doha, Qatar – Gaza risks being “gone for good” unless there is progress on reconstruction, Israeli withdrawal and demilitarisation, a senior envoy involved in efforts to chart the territory’s future has warned.

Nikolay Mladenov, the top envoy for the US-led Board of Peace, told Al Jazeera that deteriorating conditions facing Palestinians could trigger another security crisis, putting Gaza’s future at further risk.

Mladenov said the territory needed a process that would allow reconstruction to move forward alongside an Israeli withdrawal and demilitarisation.

Without such progress, he warned, Gaza faced the danger of continued deterioration and renewed instability.

His comments come amid uncertainty over efforts to move Gaza from conflict towards longer-term political and security arrangements, with reconstruction emerging as one of the central challenges facing the devastated territory.

Large parts of Gaza’s infrastructure and housing have been destroyed during the conflict, leaving Palestinians dependent on humanitarian assistance and raising questions over how reconstruction can proceed alongside unresolved security and political issues.

Mladenov’s warning highlighted the risk that worsening living conditions could themselves become a source of further instability.

The Board of Peace envoy said failure to establish a viable way forward could ultimately leave Gaza “gone for good”, underscoring the urgency of linking reconstruction with wider arrangements governing the territory’s security and future.

Mladenov said the mechanism and locations for deploying the international force had been determined for Gaza. Morocco has agreed to participate, while Türkiye will not take part after Israel objected to its involvement, he told Al Jazeera. The Board of Peace has also received around US$7bn in pledges for reconstruction, according to Mladenov, who credited Qatar, Egypt and Türkiye with helping advance negotiations with Hamas.
