E-commerce roadmap nears completion as Oman expands digital economy

Muscat – Oman has completed nearly 87% of its National E-Commerce Plan 2022–2027, with 26 of 30 initiatives now implemented as the sultanate steps up efforts to expand its digital economy.

The Ministry of Commerce, Industry and Investment Promotion (MoCIIP) said the plan’s completion rate reached 86.7% by the end of 2025, up from 22 initiatives completed by the middle of the year.

The number of licensed e-commerce activities has reached 19,260, while 412 online stores were verified through the Maroof Oman platform between February 2024 and August 2026.

The national plan focuses on legislation, digital services, electronic payments, logistics and consumer awareness, with the aim of creating a stronger environment for online businesses, SMEs and entrepreneurs.

Four initiatives were completed in the second half of 2025, including campaigns to promote electronic payments, a review of payment transaction fees, e-commerce awareness programmes and the inclusion of digital commerce concepts in school curricula and educational programmes.

MoCIIP has also strengthened regulation of the sector through the Governance Regulation for Electronic Commerce, issued under Ministerial Decision No 499/2023. The framework is intended to regulate online trade, protect consumers and merchants and boost confidence in electronic transactions.

She said the ministry would continue working with government bodies to complete the remaining four initiatives by 2027.

The next phase will focus on key technical and transformational projects, including the Makin National Digital Skills Programme, the National Addressing System and an electronic Know Your Customer (eKYC) system.

These projects are expected to strengthen the regulatory, financial and technical infrastructure needed to support the continued expansion of online trade.

According to the ministry, its broader strategy aims to build an integrated e-commerce ecosystem supported by modern legislation, advanced digital and logistics services and skilled national talent, in line with Vision 2040.
