Strict penalties announced for bypassing pre-marital medical screenings

Muscat – Ministry of Health (MoH) has issued a formal notification regarding the implementation of Royal Decree No. 111/2025, which regulates mandatory pre-marital medical examinations. The Ministry emphasises the legal necessity for all individuals planning to marry to complete their medical screenings and document their marriage contracts before the medical certificate expires. As detailed in Article 4 of the decree, marriage officials are strictly prohibited from finalising any marriage contract without the presentation of valid pre-marital medical screening certificates from both parties.

Furthermore, Article 5 of the decree outlines significant legal penalties for non-compliance, including imprisonment ranging from ten days to six months and financial fines between RO100 and RO1,000 or both. These measures serve as a vital safeguard for family health and social welfare across the Sultanate. The Ministry urges all citizens to adhere strictly to these regulations to avoid potential legal repercussions.
