Muscat – Ministry of Commerce, Industry and Investment Promotion has issued a new circular regarding the mandatory disclosure of allergens in cosmetic and personal care products. This update is based on the Gulf Technical Regulation (GSO 1943/2024), the supplementary European reference (EC No. 1223:2009), and Article 5.9.1 concerning product label ingredients.

Following the addition of 80 allergens to the list of substances in Annex 3 of the regulation, the Ministry has prohibited the importation or manufacture of non-compliant products effective from December 31, 2026.

Products currently circulating in the market have been granted a grace period until December 31, 2028 to regularise their status, after which non-compliant items will face legal action.
