Muscat – Ministry of Social Development has announced the issuance of the Civil Society Institutions Law, a landmark legislative development aimed at advancing the nation’s social work sector. This new framework is designed to regulate and empower civil society institutions, strengthening their role as essential partners in sustainable community development while reinforcing principles of governance, transparency, and institutional efficiency.
Comprising 83 articles across six chapters, the law provides a modern, flexible structure that governs associations, foundations, social clubs, and volunteer work, replacing outdated regulations to better serve the evolving needs of Omani society.
Under the new legislation, voluntary teams are granted legal personality, providing a stable foundation for their activities and safeguarding their rights. The law introduces significant benefits for these institutions, including exemptions from certain property fees and reduced work permit costs for non-Omani employees.
Furthermore, it establishes clear controls regarding international cooperation and political neutrality, while prohibiting activities that could incite discrimination or interfere in sectarian and tribal affairs. By fostering an environment of clarity and support, the law aims to enhance public trust and increase the social impact of the 261 civil society institutions currently operating across the Sultanate.
