Muscat – Oman’sMinistry of Information (MoI) has issued the executive regulations of the Media Law, introducing a new framework to govern all media activities in Oman.

The regulations cover traditional, digital and emerging platforms, requiring individuals and institutions to obtain licences in line with the law’s provisions.

H E Dr Abdullah bin Nasser al Harrasi, Minister of Information, said the regulations implement Royal Decree No 58/2024 and reflect Oman’s vision for a modern media sector that keeps pace with global developments while preserving national identity. “These regulations respond to the rapid evolution of the global media landscape, particularly in digital and social media, by establishing clear and balanced rules that encourage creativity and innovation while promoting accountability,” he said.

H E Harrasi noted that the regulations emphasise professionalism and transparency, providing a supportive environment for the growth and competitiveness of media institutions. They also create opportunities for Omani youth in content creation and media production, protect intellectual property rights and strengthen public trust.

“The framework strikes a balance between freedom of expression, professional responsibility and openness to the world while safeguarding national identity,” he said, adding that the coming phase will see a stronger, more effective Omani media presence at regional and international levels.

The new regulations consist of 144 articles covering licensing procedures, controls for media professionals and institutions, and guidelines on the import of printed and artistic materials. Individuals and institutions already licensed have 180 days to adjust their status.

The regulations also define media and journalism professions, set rights and responsibilities for media workers.
