New water, wastewater law to enhance investment in utility services: APSR chief

Muscat – A recently published law regulating the water and wastewater sector is a significant step towards supporting private sector investment and embracing modern technologies, according to Dr Mansoor Talib al Hinai, Chairman of Authority for Public Services Regulation (APSR).

The law, detailed in Royal Decree No 40/2023 issued on June 20, aims to drive sustainable development, align with Oman Vision 2040 and enforce stringent control measures.

Under the law, APSR will shoulder various responsibilities, including defining specifications and conditions for water, sewage and treated water networks and equipment, as well as establish mechanisms for registration, approval and protection of subscribers’ interests, public health and safety.

Hinai informed that market liberalisation procedures will be implemented by the authority upon approval from the Council of Ministers. The law outlines measures considered as market liberalisation, such as restructuring the market, establishing new operating companies and transferring economic interests in electricity and water-related entities. “The goal is to foster healthy competition among licensed suppliers of water and treated water.”

To safeguard environmental well-being, the law strictly prohibits the discharge of hazardous waste from commercial, industrial, agricultural and medical activities into sewage networks without prior approval.

The law clarifies the responsibilities of the Ministry of Agriculture, Fisheries and Water Resources in developing and promoting the water and sanitation sector, including governance principles and encouraging investments.
