Muscat – The National Counter-Terrorism Committee (NCTC), represented by the Targeted Financial Sanctions Committee (TFSC) has issued a decision (No 1/2023) to add identified individuals and an entity on its ‘Local Terrorist List’.

According to the decision, TFSC has listed Esmatullah Kalozai from Afghanistan, and Alaa Katerji, Baraa Katerji, Hussam Katerji and Katerji Holding Group from Syria to the list for being involved in terrorism.

The decision also includes six individuals from Nigeria to the list: Musa Addo Abdel Rahman, Adamo Youssef Saleh, Youssef Ali Bashir, Issa Ibrahim Muhammad, Al Hassan Ali Ibrahim and Mohammed Bakr Abu Suraju.

The decision is based on the Counter-Terrorism Law issued via Royal Decree No 8/2007, the Counter-Money Laundering and Terrorism Financing Law issued by Royal Decree No 30/2016, and NCTC Decisions No 1/2022 and No 2/2022.

On December 27, 2022, NCTC issued a decision to establish TFSC under it. It was tasked with taking decisions on listing persons and entities involved in terrorism in the Local Terrorist List, in accordance with NCTC Decision No 1/2022, and issuing procedures for the implementation of Security Council Resolutions issued under Chapter VII of the United Nations Charter on the prevention and suppression of terrorism and its financing, and the prevention, suppression and disruption of weapons of mass destruction proliferation and its financing.
