Muscat – Ministry of Labour (MoL) has reiterated that all private training activities in the sultanate fall under its direct supervision and must be duly licensed.

The ministry stated that training programmes, courses, workshops and related activities – whether conducted in person, virtually or in blended formats – are governed by the Regulation for Private Training issued via Ministerial Decision No 40/2021 and Royal Decree No 61/2024, which transferred the vocational training sector to MoL.

It warned that engaging in private training without obtaining the necessary licence constitutes a legal violation and subject to administrative and legal measures, including fines, suspension of activities and referral of violators to the competent authorities.

The ministry stressed its commitment to regulating the training sector to ensure quality and adherence to approved standards. It urged all parties wishing to operate in the sector to submit their licensing applications through the official channel – Directorate General of Private Training Institutions.

Fatma Abdullah al Isriyyah, Head of Evaluation and Compliance Follow-up Section at MoL, said, “We aim to regulate the labour market in the field of training and rectify the status of institutions operating without licence. Our efforts seek to raise community awareness on the fact that all training institutions must be duly licensed.”

She added that regulating the sector will help protect the rights of trainees, ensure training quality and improve credibility of institutions and programmes across the sultanate.
