Muscat – His Majesty Sultan Haitham bin Tarik issued three Royal decrees reading as follows:

Royal Decree No. 77/2025 promulgates the Law on Collection of State Dues, after the same was presented before the Council of Oman.

Article (1) states that the provisions of the Law on Collection of State Dues, attached to this decree, shall be enforced.

Article (2) stipulates that the Minister of Finance shall issue the Executive Bylaw for the law attached to this decree, as well as the regulations and decisions necessary for the enforcement of this law. Till such time, the existing regulations and decisions shall continue to take effect, without prejudice to the provisions of the attached law.

Article (3) cancels the system of collection of taxes, fees and other sums and dues payable to the units of the State’s Administrative Apparatus, issued under Royal Decree No. 32/94, as well as all that contradicts the attached law or contravenes its provisions.

Article (4) says that this decree shall be published in the Official Gazette and enforced from the day following its date of publishing.

Royal Decree No. 78/2025 promulgates the Law on Combating Human Trafficking, after the same was presented before the Council of Oman.

Article (1) states that the provisions of the Law on Combating Human Trafficking, attached to this decree, shall be enforced.

Article (2) cancels the Law on Combating Human Trafficking issued under Royal Decree No. 126/2008, as well as all that contradicts the attached law or contravenes its provisions.

Article (3) says that this decree shall be published in the Official Gazette and enforced from its date of issue.

Royal Decree No. 79/2025 promulgates the Real Estate Regulation Law, after the same was presented before the Council of Oman.

Article (1) states that the provisions of the Real Estate Regulation Law, attached to this decree, shall be enforced.

Article (2) stipulates that the Minister of Housing and Urban Planning shall issue the Executive Bylaw for the law attached to this decree within one year from its date of enforcement, as well as the decisions necessary for the implementation of the provisions of the attached law. Till such time, the existing regulations and decisions shall continue to take effect, without prejudice to the provisions of the attached law.

Article (3) cancels the Law on Regulating the Real Estate Brokerage Activities (issued under Royal Decree No. 78/86), the System of Ownership of Apartments and Floors (issued under Royal Decree 48/89), the System of Escrow Account for Real Estate Development Projects (issued under Royal Decree No. 30/2018), as well as all that contradicts the law attached to this decree or contravenes its provision.

Article (4) says that this decree shall be published in the Official Gazette and enforced after 180 days from its date of publishing.
