Muscat – Muscat Municipality is showcasing 12 development projects at the Ministry of Housing and Urban Planning’s Urban October 2026, opening the way for private-sector participation in projects spanning tourism, hospitality, leisure, commercial development and public amenities across Muscat governorate.
Four of the projects are located along the capital’s coastline, underlining the strategic importance of Muscat’s seafront to the city’s future development. The portfolio includes the regeneration of Qurum’s beach and mangrove waterfront, commercial development near Muttrah’s historic port, a coastal promenade at Seeb and a beachfront public park on the Qurayyat coast.
“Oman’s economy is becoming more diversified, and the capital is attracting much of this investment,” said Farid Khalfan Al Rjebi, Investment Advisor at Muscat Municipality. “Muscat’s seafront is one of the city’s greatest assets, and four of the opportunities we are presenting are located there.”
In Qurum, the municipality is combining the Nature Park, protected mangroves and Beach Road within a 1,045,775sqm site. The proposed development includes a 1.6km promenade with kiosks, sea-view cafés and a seasonal market.
The Muttrah project focuses on regenerating the historic waterfront through commercial buildings, parking, public spaces, craft and food markets, and a small hotel. In Seeb, the 10km public beach is planned as a coastal promenade, with scope for dining, watersports and family-oriented attractions. On the Qurayyat coast, 169,150sqm of beachfront has been designated for a public park.
Beyond the seafront, Al Thalath represents the portfolio’s most advanced project. Located around 100m from Mall of Oman, the 8,051sqm site is designed to accommodate a four-star, 220-room hotel and 10,100sqm of leasable office space. The architectural design has been completed, with mashrabiya screens incorporated to provide shade and reduce cooling requirements.
Bausher Dunes, meanwhile, will transform natural sand dunes into a 54,175sqm leisure destination near Muscat International Airport, incorporating off-road activities, family attractions, a visitor centre, food and retail outlets, and a shaded 600-seat open-air theatre.
Six further plots are already zoned but have yet to be designed, providing investors with greater flexibility to develop concepts aligned with market demand.
The initiative supports Oman Vision 2040 by strengthening the private sector’s role in economic development and encouraging investment in sustainable destinations and services. The 12 sites are offered on long-term investment terms, with Muscat Municipality inviting investors, developers and operators to engage with its team during Urban October.
