Law to protect low-income families from utility cuts tops shura agenda

Muscat – Majlis A’Shura will meet on Monday to discuss a draft law that would prohibit the disconnection of essential services to low-income families, dismissed employees and humanitarian cases.

The proposed legislation aims to establish a legal framework protecting vulnerable groups while ensuring a balanced relationship between service providers and beneficiaries.

The agenda also includes three legislative proposals: mandatory leave for employees with chronic illnesses, expanded health insurance coverage for Social Protection Fund beneficiaries, including senior citizens, and measures to regulate medical errors.

Ahmed Mohammed Al Nadabi, Secretary-General of Majlis A’Shura, said the session reflects the council’s legislative role under the Oman Council Law through the review of draft laws, agreements and legislative proposals that strengthen the country’s legal framework and support effective public policy.

Al Nadabi said the shura has held more than 20 regular sittings during the third annual session (2025-2026), underscoring its continued focus on national legislative priorities.

Members will also discuss reports submitted by the shura’s standing committees covering a range of economic, social and development issues. These include strengthening the knowledge economy, establishing a system linking corporate tax procedures with government dues, assessing the effectiveness of economic diplomacy, expanding social housing programmes and subsidised housing loans, evaluating Omanisation initiatives in the tourism sector, and examining opportunities and challenges related to future agricultural cities.

The shura will deliberate on the committees’ recommendations before taking decisions aimed at supporting sustainable development and advancing the goals of Vision 2040.
