Muscat – Ministry of Labour (MoL) has issued a formal directive outlining essential occupational safety and health instructions to be followed during adverse weather conditions. Pursuant to the Executive Regulation for Occupational Safety and Health Measures Number 2008/286, all relevant parties must adhere to these life-saving protocols. The primary requirement involves the immediate suspension of all outdoor works and tasks performed at heights as soon as weather conditions begin to deteriorate.

Furthermore, the guidelines strictly prohibit working on scaffolding or any exposed surfaces during periods of rain or strong winds. To prevent secondary hazards, all materials and equipment liable to be blown away must be secured, and roofs must be cleared of any unsecured tools. The Ministry also emphasises the importance of designating safe routes for both pedestrians and vehicles, specifically ensuring that no one approaches areas of standing water.

Site safety remains a priority, with a requirement for securing excavations and trenches using appropriate covers or robust barriers and clear warning signage. Once weather conditions improve, a thorough inspection of scaffolding, ladders, and platforms is mandatory before any operations resume. Electrical safety is also addressed through the isolation of temporary power sources and the protection of cables and sockets from water ingress. Finally, all personnel are expected to comply with emergency plans and report any hazards to supervisors immediately to maintain collective responsibility for safety.
