Muscat – The Ministry of Energy and Minerals on Sunday launched the introductory programme for the Green Hydrogen Summit Oman (GHSO) 2025, scheduled for December 1–3 at the Oman Convention and Exhibition Centre. The events marked the start of preparations for the summit’s fourth edition, reflecting Oman’s intention to strengthen its role in global clean-energy transition efforts.

The programme featured two main events – the Oman–EU Green Hydrogen Forum and the Energy Leaders Forum – both aimed at supporting international cooperation and aligning national initiatives ahead of the summit.

The Oman–EU forum, held in partnership with the EU–GCC Green Transition Cooperation Project, reaffirmed Oman’s position as a key partner for the European Union in developing green hydrogen and low-carbon supply chains.

H E Mohsin bin Hamad al Hadhrami, Undersecretary in the Ministry of Energy and Minerals, said the Gulf–European dialogue serves as a strategic platform to advance clean-energy cooperation. He noted that Oman is moving to build a competitive energy system backed by major national policy frameworks.

He cited Royal Decree 10/2023, which set aside large tracts of land for renewable energy and hydrogen projects, improving the investment climate and accelerating project timelines. Oman’s energy transition plan is anchored on five core areas: renewable energy, green hydrogen, energy efficiency, electric mobility, and carbon capture and storage.

The undersecretary outlined milestones in developing the national hydrogen ecosystem, including the establishment of Hydrom, new regulatory and licensing frameworks, readiness laboratories with public and private partners, and research agreements with international universities. He added that rapid expansion in solar and wind energy is supported by the country’s natural advantages, positioning Oman as a potential hub for large-scale hydrogen production.

He pointed to Oman’s 2050 net-zero pledge, the creation of the Oman Net Zero Centre, and the opening of the first green hydrogen fuelling station in Muscat as examples of progress from planning to implementation.

Competitive land auctions, he said, have resulted in nine development agreements targeting output of more than one million tonnes of green hydrogen by 2030. These projects are supported by incentives, including reduced fees, tax benefits and early-stage support. Work is also underway on shared hydrogen infrastructure, upgraded water and electricity networks, a single-window licensing system and a national digital platform to monitor project development.

The Energy Leaders Forum gathered senior officials and industry representatives to assess global clean-energy trends. Opening remarks were delivered by Dr Abdullah al Abri, Vice-President for Sustainability at Sohar Port and Freezone, and H E Eng Salim bin Nasser al Aufi, Minister of Energy and Minerals.

Sessions examined global energy markets, the shift from energy security to sustainability, and the future of hydrogen technologies. A panel of CEOs and experts discussed technology readiness, financing requirements and the role of international markets in scaling clean-energy development.
