Sayyid Badr: Stability needs cooperation, not exclusion

Muscat – H E Sayyid Badr bin Hamad al Busaidi, Foreign Minister, has called for regional security based on dialogue and cooperation rather than isolation or exclusion. Speaking at the Manama Dialogue 2025 in Bahrain on Saturday, he said past experiences show that marginalisation only deepens tensions and prolongs conflicts.

He said stability in the Middle East depends on constructive engagement among all countries in the region. He thanked Bahrain and the International Institute for Strategic Studies for hosting the forum, describing it as an important platform for open discussion and mutual understanding.

H E Sayyid Badr stated that Oman has consistently believed that isolating Iran is not a viable strategy. Instead, he argued that Iran should be part of regional security frameworks and that it has shown openness to dialogue and exercised restraint in several incidents despite provocations.

He cited progress made earlier this year in nuclear talks between Iran and the United States during five rounds of negotiations. However, he said the process was disrupted when Israel launched military strikes on Iran shortly before the sixth round of talks.

HE Sayyid Badr accused Israel of escalating tensions and said its actions resulted in the deaths of civilians. He referred to previous incidents, including attacks on Iran’s diplomatic missions and the killing of a Palestinian negotiator in Tehran, claiming Israel’s actions undermine regional security.

He described such actions as violations of international law that contribute to instability, adding that exclusionary policies fuel extremism, while inclusive partnerships build trust and shared interests.

The foreign minister called for a regional security framework involving all countries, including Iran, Iraq and Yemen, to address common challenges such as maritime security, smuggling and climate change.

He concluded by stating that Oman remains committed to dialogue as a strategic path towards peace and prosperity in the region and that dialogue is the only way to build a stable and secure future for all peoples in the region.
