Muscat – Ministry of Transport, Communications and Information Technology (MTCIT) has announced the completion of 25 digital projects and initiatives under the National Programme for Digital Transformation (Tahawul), achieving 100% completion rate.
According to the ministry, work is ongoing on 11 other projects, which have reached 80 per cent completion. The achievement marks a significant step towards digitising government services, simplifying procedures and improving user experience in line with the goals of Oman Vision 2040.
Among the key completed projects is the Unified Government Services Portal and its mobile application, designed to give users access to government services through a single digital gateway. Other major projects include the National Open Data Portal, the National Digital Trust Services project (Thiqa) and a central platform for smart chat. The Simplification and Engineering of Government Services Procedures project, which streamlines access to public services, has also been completed.
MTCIT also finalised the National Records Centre project, linking enterprise databases to ensure data quality, and completed a strategic public-private partnership framework to accelerate institutional digital transformation. Other projects include developing a national change management strategy, a framework for digital service design and tools to support e-participation.

The Governorate Ambassadors Digital Transformation Initiative, aimed at promoting digital awareness and empowering communities to use online services effectively, was also completed. Other projects covered classification and management of government services, digital content strategies and new smart applications.
Abdulaziz bin Abdulrahman al Kharousi, Director General of Digital Transformation and Sector Empowerment at MTCIT, said completion of these projects marks a key milestone in Oman’s digital transformation journey. “These initiatives have raised transparency and digital governance, enabling all segments of society to access government services more easily and securely.”
Kharousi added that the Tahawul programme has improved Oman’s standing on global indicators of e-government and digital competitiveness. Between January and May 2025, 11.4mn digital transactions were completed across 48 government entities, while 381 shared services were simplified and 16 integrated user journeys designed.
The programme also supports decentralisation through the development of governorate-level digital infrastructure, including websites and smart municipal systems. Several innovative projects have been launched across governorates, such as smart lighting, inspection glasses, AI-based monitoring of slaughterhouses, and drone-assisted construction oversight.
Kharousi said the programme continues to drive innovation, sustainability and efficiency in government performance, consolidating Oman’s position as a regional leader in digital transformation.
