Muscat – Ministry of Labour has announced that starting September 1, 2025 licensing requirements will be enforced for 43 technical and operational professions within establishments operating in Oman’s energy and minerals sector.
The decision, taken in coordination with Ministry of Energy and Minerals, aims to regulate the labour market and enhance efficiency of national cadres.
As per the announcement, individuals currently engaged or newly appointed in the listed professions must obtain a professional practice licence from Oman Energy Association’s Sector Skills Unit for the Energy and Minerals Sector. The licence will be a mandatory requirement for new and renewal of work permits for these roles.
‘Ministry of Labour will not issue new or renew any work permit unless the approved licence is submitted,’ the ministry stated. ‘All establishments are requested to comply and take the necessary steps to ensure implementation.’
This licensing system applies to a wide range of professions, including HSE advisors, various equipment operators such as crane, forklift and excavators, lifting supervisors, technicians, welders, scaffolders, electricians and drilling specialists.
Ministry of Labour emphasised that the new licensing framework forms part of its broader strategy to improve skill standards, support Omanisation and align workforce qualifications with sector-specific demands.
