Muscat – The Ministry of Justice and Legal Affairs has issued a circular announcing the inclusion of 15 individuals on Oman’s domestic terrorist list.
The decision follows Targeted Financial Sanctions Committee Decision No. 1/2025, issued on April 28, 2025. The Ministry called on all parties to fully comply with procedures to implement UN Security Council resolutions issued under Chapter VII of the United Nations Charter, which aim to prevent and suppress terrorism, its financing, and the proliferation of weapons of mass destruction.
The Ministry also urged immediate review of Decision No. 1/2025 and prompt action regarding the listed individuals, in accordance with National Counter-Terrorism Committee Decision No. 22/2023.
The individuals listed are:
• Hasaan Abshir Xuuroow – Somali national
• Aadan Yusuf Saciid Ibrahim – Somali national
• Mumin Dheere – Somali national
• Macalin Burhan – Somali national
• Ali Ahmed Hussein – Somali national
• Maxamed Cali – Somali national
• Ahmed Kabadhe – Somali national
• Siyaat Ayuto – Somali national
• Hassan Yariisow Aadan – Somali national
• Mohamed Abdullah Hirey – Somali national
• Cabdi Roobow – Somali national
• Sheikh Aadan Abuukar Malayle – Somali national
• Aadan Jiss – Somali national
• Cumar Guhaad – Somali national
The Ministry emphasised that full compliance is crucial in safeguarding national security and fulfilling Oman’s international obligations in combating terrorism.
