RAM programme to enhance local leadership, decentralisation

Muscat – Royal Academy of Management (RAM) has launched ‘Governorates Planning and Economic Capacity-Building Programme’ in partnership with Ministry of Economy to enhance local leadership and support sustainable development efforts across the sultanate.

It was inaugurated on Sunday under the patronage of Dr Saeed bin Mohammed al Saqri, Minister of Economy.

Aligned with the Royal Vision of His Majesty Sultan Haitham bin Tarik and Oman Vision 2040 objectives, it is focused on empowering leaders with skills essential for governance, planning and economic growth. The programme aims to strengthen local executive departments, promote decentralisation and maximise every governorate’s economic potential.

Dr Ali bin Qassim al Lawati, President of RAM, said the programme reinforces collaboration between governorates and supports executive departments in fulfilling their developmental, economic and social responsibilities. “It is part of our ongoing efforts to build leadership capacity at different levels within governorates,” he stated.

Participants will receive training in strategic planning, budgeting, performance measurement and best practices in governance. A key component of the programme is professional support beyond the training period, including tailored consultations to assist in implementing local development plans.

Dr Nasser bin Rashid al Maawali, Undersecretary in Ministry of Economy, said, “By equipping professionals with skills in financial and investment planning, we are empowering them to manage development projects effectively and promote economic decentralisation.” 

He added that it would help governorates develop data-driven plans, ensuring optimal resource allocation and a favourable investment environment.

In its first phase, the programme targets 44 participants from administrative divisions across all governorates. Its performance will be evaluated to assess effectiveness in meeting set objectives with the aim of refining and enhancing future stages for maximum impact.

The programme covers five key areas – local governance and decentralisation, economic decentralisation, development budgeting, contract management, and economic analysis with focus on investment promotion.
